On the global, regional and local scale we experience changes which shape a new type of society exploiting knowledge and information. In a society of that kind investing in education becomes the main factor of economic growth and social progress. The most effective support of economic development takes place wherever the educational system helps create and maintain social initiatives closely correlated with the country's economic development. Considering the fact that the civilisation revolution we experience has been triggered by the growing importance of science and education it may be postulated that the main resources of the post-industrial epoch, the epoch of the learning society, is knowledge which to a large extent determines the quality of social initiatives.
